Market Research Provision of Homeland Security Law Benefits Small High-tech Companies

Washington, D.C. -- A provision contained in the legislation passed recently to create the Department of Homeland Security sets new government-wide procurement policy, which, according to AeA, will benefit small and minority-owned technology companies.
The provision requires government officials to conduct market research to identify small businesses and new entrants to fulfill their contracting requirements related to defense against terrorism.
Current procurement policy encourages government agencies to grant 23 percent of their prime contracts to small businesses. A smaller percentage of these contracts are supposed to be directed to women- and minority-owned companies. However, according to the Small Business Administration, the government has had difficulty meeting these goals.
AeA offers a database of high-tech firms free to the government to use as a tool to conduct market research. It enables procurement officers to search more than 3,000 high-tech companies by keyword, industry classification and/or demographic (i.e. location, ownership, size, etc.) to find technologies that meet their procurement needs.
